Philadelphia’s Electronic Repo Reporting Program Expands Again

Two Additional Police Districts Added as City Continues Phased Rollout

PHILADELPHIA — The Philadelphia Police Department is expanding its new electronic repossession reporting pilot program to two additional police districts starting October 1, signaling a steady rollout of an initiative designed to improve efficiency and field safety for recovery agents and police officers alike.

The program, which initially launched on August 3, 2026, allows repossession companies to report qualifying vehicle recoveries electronically via email rather than undergoing the traditional, time-consuming process of transporting every repossessed vehicle directly to a local district station for physical inspection.

The initial rollout covered four of the city’s 21 police districts: the 8th, 19th, 26th, and 39th. According to an update distributed this week, the pilot will now encompass the 16th District (covering parts of West Philadelphia) and the 22nd District(covering sections of North Philadelphia).

The modernization effort stems from collaborative discussions and the resolution of a prior civil rights lawsuit involving the city, Giannone Companies, and the Pennsylvania repossession Association (PARA). For years, industry groups advocated for electronic reporting to mitigate the risks of physical confrontations or potential violence that could occur when agents were forced to delay recoveries to comply with in-person reporting mandates.

Department officials noted that the goal remains a month-over-month expansion into additional districts across Philadelphia, contingent upon the department’s ability to smoothly manage the administrative workload and iron out any operational issues that arise during these early phases. For now, repossession operations taking place outside of the six designated pilot districts must continue to follow the city’s legacy in-person inspection and reporting.
