The American Recovery Association (ARA) recently gathered feedback from lenders, agents, forwarders, and other industry professionals to better understand the impact of License Plate Recognition (LPR) systems on recovery practices nationwide.
A key concern identified is the current restriction on LPR scan data, commonly referred to as exclusivity. This restriction limits access to scan data or recovery opportunities to a single company or party. In many instances, that company is a forwarder directly affiliated with the LPR provider, thereby controlling the data and determining access parameters.
This practice often results in:
- The controlling LPR company, which also acts as the forwarder, being the only entity authorized to assign or attempt recovery—even when another agent may be closer, more qualified, or already engaged with the assignment.
- Other agents being prevented from acting on valuable data they helped generate.
- Scan data being confined to a single platform (a “data silo”), with no mechanism for cross-system sharing.
In summary, this model benefits LPR companies and their affiliated forwarding arms, while potentially disadvantaging the independent agent (and forwarder) network.
This imbalance may lead to reduced efficiency, increased risk in the field, and an uneven playing field.
