Repo Agent and Borrower Arrested over Harley Repo Attempt

Whitfield County, GA – 25 August 2018 – A Whitfield County Sheriff’s lieutenant is under investigation after a citizen filed an unnecessary use of force complaint after an altercation between two repo men and a woman in her garage led to a repo agent and the woman being arrested.

The use of force complaint came from an incident on July 15 involving the responding officers after two repo men entered the garage where the children of Constance Jiles were playing last month on July 15, when she called 911. The situation quickly escalated after police arrived.

According to the police report, the two repo men approached a young man power washing the driveway at a Whitfield county residence and asked to speak to an Alton Jiles. The young man allegedly went inside to find him and the two repo men stepped inside the garage waiting for him.

Constance Jiles says on she called 911 after coming downstairs and finding the two men in her garage.

The police report claims that Jiles came down the stairs cursing and yelling at the two men who were reportedly waiting to speak to an Alton Jiles and waiting in her garage, she later found out that they were there to repossess a Harley Davidson.

Jiles ordered the men out of her garage. One left and was reportedly shoved in the back by Jiles as he was leaving,

while the other allegedly stayed in the garage refusing to leave and demanding to see Alton Jiles, the presumed borrower of the Harley.

According to the police report, the “repo men” say they earlier saw it drive away as they pulled up. Jiles says after learning that, Lt. Lowery of the Whitfield County Sheriffs Department became rude to her.

“You don’t have to be rude to say the things that have just fear for their lives and called 911 in hopes of getting justice and help for situation had to introduce coming into their home with a house full of girls. So, I set up and I said first of all respect goes two ways, I’m not going to talk to you like this so I closed my garage door.”

Jiles says Lowery yelled “you better go find something right now.”

“At the same time she’s saying, you’re going to talk to me, you’re going to talk to me. C’mon lady, c’mon lady. That’s when Lt. Lowery Grabs my left arm and throws me to the ground.” Jiles reports.

When Jiles spoke to the Sheriff about the incident, Jiles says, “His reply to me was oh I find it very hard to believe that any one of my officers would do such a thing.”

According to the police report, they responded to her home for a criminal trespassing investigation on the two men who walked into her home, who she later found out were there to repossess a Harley Davidson motorcycle.

However, she also landed behind bars after she says, the officer became upset with her.

This Whitfield county resident says it’s been an uphill battle since the incident occurred last month. However, as of this week, the GBI (Georgia Bureau of Investigations) is investigating.

Jiles says after being detained she had these bruises, and says she’s pretty sure none of it was caught on body camera footage.

“She turned and said you have your body cam on right this is all being recorded right. His response was no I couldn’t get it to work.”

Jiles says how she treated the other deputy was “unacceptable.”

“If you don’t like your job, then hang it up and go on about your business,” says Jiles.

One of the two repo men was arrested for criminal trespassing and Jiles was charged with obstruction of a peace officer. Lt. Lowery is under investigation by the GBI but remains on duty.
