Child Porn Trial Against Former Repo Industry Executive to Proceed

Jury Trial Scheduled for September 3, 2025

Tucson, AZ – July 22, 2025 – It’s been almost two years since the repossession industry was shocked by the arrest of a veteran repossession industry executive and software pioneer at LAX as he was waited for a flight to the Philippines. Jeffrey Koistinen, then 58, was charged with knowingly receiving and attempting to receive child pornography and denied release and ordered to remain detained pending trial as he was deemed at risk of non-appearance. On May 9th, the U.S. District Court for the District of Arizona ordered the trial to proceed.

It was on August 30 of 2023 that Jeffrey Koistinen was arrested at LAX waiting to fly to the Philippines. His arrest stemmed from federal charges that arose from a complaint statement constituting the violation that on or about November 19, 2019, at or near Marana, in the District of Arizona, Koistinen did knowingly receive and attempt to receive child pornography, that is, visual depictions, the production of which involved the use of a minor engaging in sexually explicit conduct.

The federal court documents continued to allege that six digital photos were received “depicting prepubescent minors engaged in sexually explicit conduct via a chat application and the internet.”

Based on the complaint, it’s explained an individual is labeled as “CT” because an investigation is still ongoing involving Homeland Security Investigations (HSI) and the arrested “child trafficker.” It is alleged that Koistinen was identified as one of CT’s customers and, on at least three occasions, provided transaction information while chatting with CT, and the account linked back to Koistinen. Remitted records alleging that Koistinen used his account to send ten payments between October 2019 and November 30, 2020.

It is said that the “child trafficker” (CT) in the Philippines collected fees from customers who were provided child sex abuse material and “shows” where customers could direct acts of sexual abuse on minor children in real-time during private webcam interactions.

Several chat interactions are mentioned within the complaint, quoting explicit statements made by Koistinen indicative of child sex trafficking via live streaming and showing numerous calls being made over the “Chat Platform.”

In August of 2022, Koistinen’s cellphone was seized from a search warrant in connection with a drug trafficking investigation; after the search revealed child sex abuse images on the device, the device was searched under a warrant for child exploitation offenses.

After 7 continuance requests, The case was reassigned to District Judge Angela M Martinez in August 2024. On May 9th, 2025, she signed a detailed scheduling order.

Under the new scheduling order:

  • The plea deadline is set for August 15, 2025, by 3:00 p.m., with the Court reserving the discretion to reject any plea entered after this deadline, except a plea to the indictment.
  • The jury trial is now set for September 3, 2025, at 9:30 a.m.

Child Porn Trial Against Former Repo Industry Executive to Proceed

According to court documents, to ensure the “prompt disposition of this matter,” the order outlines a series of strict pre-trial deadlines:

  • Discovery/Disclosure/Notice/Request Deadline: This was set for May 23, 2025, for various disclosures, including evidence, statements, expert testimony, and required notices of defenses.
  • Pretrial Motions Deadline: All pre-trial motions, excluding motions in limine, were due by June 6, 2025. Motions filed after this date without leave of the Court and a showing of good cause may be subject to being stricken. The order explicitly states that any future continuances of the trial or plea deadline will not extend this pre-trial motions deadline.
  • Future Continuance Motions: Any motions or stipulations to continue the scheduled trial date and change of plea deadline must be filed no later than August 18, 2025, by 5:00 p.m. Alternatively, by this same deadline, counsel must notify the Court via email if no such motion will be filed and provide an estimated number of trial days.

Former Repo Industry Executive Arrested on Charges Indicative of Child Sex Trafficking

Now 60-years-old, Jeffrey Koistinen is presumed innocent until proven guilty. As previously mentioned, Jeff’s arrest came as a shock to the repossession industry in which he had held many positions and earned friendships.

Jeffrey Koistinen’s career in the repossession industry began in the late 1980’s with a position as an adjuster for San Diego Auto Recovery. His LinkedIn profile listed him as next being the owner of a repo company in South Dakota named HIR Services.

He listed himself as the Founder of Recovery Database Network (RDN) from 2001 to 2012 and Co-founder of Digital Recognition Network (DRN) from 2007 to 2010. He then went on to hold the position of Director of Operations at Vendor Transparency Solutions from 2012 to 2019 and then President of My Recovery System Inc. until it’s acquisition by MBSi where he held the position of Vice President – Products from 2019 to March of 2022. His last listed position is listed as being Chief Operating Officer of Connect2Vendor Inc. as of May of 2023.

In 2021, Jeff and his wife suffered the tragedy of the loss of their 17-month-old child Liam at the hands of their daycare giver Amanda Walder. Walder pled guilty to killing the child in a moment of passion, but in a cruel and unusual manner. She was sentenced to 20 years for first-degree manslaughter.
