The Florida Association of Licensed Repossessors (FALR) on May 1, 2025, formally filed a request for an investigation into COPART of Florida concerning alleged unlicensed repossession activity with the Florida Department of Agriculture and Consumer Services which governs the repossession industry. This action comes after direct lenders have confirmed assigning repossession accounts to COPART—despite the company’s lack of licensing and compliance with Florida’s strict repossession regulations.
FALR stands united with the American Recovery Association (ARA), which has recently raised similar concerns and provided critical insight into COPART’s operations. Evidence indicates that COPART employees performing repossession tasks do not meet the specialized training requirements legally mandated for licensed agents in the state.
Unlike FALR members, COPART is not held to the same education, insurance, or compliance standards, creating an uneven playing field and significant liability concerns. These disparities not only undermine industry standards but also pose serious safety risks to the public and reduce available work for licensed professionals in Florida.
FALR urges all lenders to uphold consistent standards across all partnerships and demand full compliance with state licensing laws. Repossession work must be handled by trained, insured, and licensed professionals to protect consumers, lenders, and the integrity of the industry.

The Florida Association of Licensed Repossessors is a not-for-profit Florida organization. The purpose of the association is to promote professionalism in the collateral recovery industry through education and training. FALR has members throughout Florida, and the association also enjoys relationships with professionals in other states.

- Create and maintain an organizational communication network within the State of FL between all licensed recovery agencies.

- Create and maintain an organizational communication network beyond the State of Florida with other State and National groups and vendors within the Recovery Industry.
- Hold various functions in different areas of the state where members of the financial and law enforcement community will be invited.
- Generate and sustain a working relationship with the Florida Department of Agriculture and Consumer Services, Division of Licensing.
- Promote and enhance the image of licensed recovery agents in the State of Florida among financial institutions.
- Enhance our acceptance by law enforcement agencies statewide.
- Bring awareness to the financial community of F.S. Chapter 493 and its purpose.
- Assist agencies in obtaining proper insurance and compliance documents.
