Municipal Overreach Threatens Our Industry—Act Now

March 24, 2026 – In February, we shared a growing concern impacting our industry—municipal overreach through the use of Oxcart permit systems to regulate lawful repossession activity. What began as a localized issue has continued to spread, placing increasing financial, operational, and safety burdens on recovery professionals across multiple states.

Since that time, advocacy efforts have intensified. We are proud to share that DRN/MVTRAC/SCM has donated $15,000, and the American Recovery Association (ARA) has committed $5,000 in support of this fight. In addition, ARA has established an Oxcart General Fund account to accept industry contributions and ensure funds are properly managed and distributed to support ongoing advocacy, legal efforts, and industry protection initiatives.

This is no longer an isolated issue—it is a rapidly expanding challenge that threatens the foundation of lawful repossession. The momentum behind this outreach effort has become contagious, with more stakeholders recognizing the urgency and stepping forward to help. However, meaningful progress requires unified support and adequate funding.

We are asking for your help.

Contributions to the Oxcart General Fund will directly support efforts to:
• Challenge and oppose harmful municipal ordinances
• Engage lobbyists and legal counsel
• Educate lawmakers and local governments
• Protect agent safety and industry standards
• Preserve the ability to operate lawfully and efficiently

Every contribution—large or small—makes a difference. We strongly encourage any organization or individual in a position to assist to please consider donating to this critical effort.

The cost of inaction is far greater than the cost of standing together today. Without a coordinated and well-funded response, these ordinances will continue to spread, creating greater risk, higher costs, and lasting damage to our industry.

This is not just an advocacy effort—it is a unified stand for the future of repossession.
