Constable Arrested for Grabbing Woman by the Hair While Serving Repo Papers

Hopkins County, KY – 25 June 2018 – A county constable allegedly hired by a finance company to serve papers for a repossession has been arrested for allegedly pulling the borrowers hair to stop her from fleeing while impersonating a police officer.

Willie Parker is charged with impersonating a peace officer, attempted robbery, and official misconduct following his arrest Tuesday night. He is currently out on bond.

Madisonville Police say Parker claimed he was working with a finance company, while wearing a Muhlenberg Co. Sheriff’s Deputy uniform, when trying to repossess a woman’s car near Dulin Street in Madisonville Tuesday.

“What we don’t do is we don’t serve private papers for finance companies,” says Lt. William Poe of the Madisonville Police Dept. “Why he was here, it’s undetermined at this time.”

The victim told police she tried to stop him.

“It was at that point in time she became alarmed,” says Lt. Poe. “She knew the guy was not in a local Madisonville Police outfit or uniform and decided to leave.”

He allegedly grabbed her by the hair to stop her from leaving, but she still ran away. Muhlenberg County records show Parker was re-elected to the post last year. Parker’s arrest comes more than a month after another constable, Dennis Shelton of Webster County, was arrested three times on sexual abuse charges.

“If you’re going to be in any form shape or fashion serving papers, or even representating law enforcement, I believe you should have strict background investigations, you shoould have the best training standards,” says Lt. Poe.

Parker’s next court appearance is set for November 13th.
